Crossover Week Results and Making Big Strides

Dear Friends,

Crossover week is one of the most important deadlines of the legislative session. It is the point when House bills must be heard and voted on before moving to the Senate. If a bill does not pass by that deadline, it is effectively finished for the year.

This year, crossover required long days and disciplined focus. Our goal was simple: move substantive legislation forward so it can continue through the process and deliver results for Arizona families.

Unfortunately, during Committee of the Whole proceedings, a small group of Democratic members removed more than one hundred bills from the consent calendar.

The consent calendar exists to streamline the process for noncontroversial measures that already received bipartisan support in committee. Pulling those bills individually did not change the outcome, but it did significantly slow the process and forced the House into an extended overnight session.

While the tactic delayed proceedings, it did not derail the work.

Here are just a few of the key measures that moved forward:

• Full property tax relief for Arizona’s most severely disabled veterans
• Legislation aligning Arizona tax law with issued tax forms to protect families from amended returns and unexpected liabilities
• Measures strengthening public safety and support for law enforcement
• Energy legislation advancing next-generation nuclear technology for reliable, water-conscious power generation
• Bills aimed at reducing regulatory burdens and promoting economic growth

Many of these proposals passed with bipartisan support. Others address long-standing priorities such as tax relief, energy security, and protecting Arizona communities.

Crossover week is always demanding. This year required even greater endurance. But the important takeaway is this: the House met its deadline, advanced meaningful legislation, and kept the session on track.

Debate is part of the legislative process. Delays and theatrics should not be. Even so, we remained committed to staying focused on results rather than rhetoric.

As these bills now move to the Senate, I will continue working to ensure that practical, pro-family, pro-growth policies reach the Governor’s desk.

Thank you for staying informed and engaged. Arizona deserves steady leadership and serious work. That is exactly what we will continue to provide.

Best regards,

Representative Michael Carbone

Majority Leader
