Opening of the Legislative Session: Republican Priorities
The second session of the 57th Legislature convenes with Republicans holding the majority, and our focus remains on policies that strengthen Arizona families, protect taxpayers, and promote economic growth.
My top priorities this session include:
- Tax conformity and relief: Aligning Arizona’s tax code with federal law to ensure families and small businesses are not unfairly penalized and can keep more of what they earn.
- Protecting Medicaid and SNAP integrity: Preserving these safety-net programs for those who truly need them while ensuring accountability, preventing abuse, and maintaining fiscal responsibility.
- Affordability and economic stability: Reducing regulatory burdens and opposing policies that increase costs for working families.
Our goal is to deliver responsible governance that balances compassion with common sense and long-term sustainability.

Governor Hobbs’ State of the State: A Republican Perspective
In her State of the State address, Governor Hobbs emphasized affordability, new fees for short-term rentals, expanded oversight of school choice, and increased government involvement in water and economic policy.
From a Republican perspective:
- While affordability is a shared concern, raising fees and expanding government regulation ultimately increases costs for families and employers.
- Proposals targeting Empowerment Scholarship Accounts (ESAs) run counter to Arizona’s strong commitment to parental choice and educational freedom.
- Calls for bipartisanship must be matched with policies that respect taxpayers, limited government, and economic competitiveness.
Republicans remain ready to work where there is genuine common ground, but we will continue to stand firm against policies that grow government or burden Arizona’s economy.

Our First Move in the Legislature for all Arizonans: A $1.1 billion in tax relief for Arizona families—higher child credits, a childcare deduction, tax-free tips and overtime, and relief for seniors.
And the Governor's first veto of the second Legislative session:
We cannot say that we are shocked, but we certainly are disappointed. This bill provided relief for working families, seniors, and small businesses by aligning Arizona tax law with federal changes. Governor Hobbs vetoed the bill without offering a replacement plan, creating confusion and uncertainty for millions of Arizona taxpayers and employers.

Despite all of our opposition, we will never stop fighting for you!
Thank you for your continued engagement and trust. I look forward to keeping you updated as the session progresses and to continuing the work of defending conservative principles and good governance for Arizona.
Best regards,
Representative Michael Carbone, Majority Leader
