Reflecting on the First Session of the 57ᵗʰ Legislature — Our Work Is Just Beginning

Dear friends,

As you know, the first regular session of the Arizona State Legislature (the 57ᵗʰ Legislature) concluded on June 27, 2025. While that formal legislative work may have wrapped for now, our efforts on behalf of the citizens of Arizona have certainly not stopped.

From committee hearings to majority-caucus strategy retreats, from statewide tours to polling our constituents and stakeholders — we remain fully engaged. We are listening, learning, and preparing legislation that will make Arizona a place where families thrive and businesses succeed.

Our goal is to keep Arizona competitive and attractive across the country.

Highlights from the First Session

The first session of the 57th Legislature produced important wins for Arizona families and businesses. Together, we passed a balanced budget that invests wisely in education, public safety, and infrastructure — without raising taxes. We advanced policies that strengthen small businesses, promote job growth, and protect taxpayers.

Among some notable accomplishments:

  • Passing a responsible $17.6 billion budget that keeps spending in check while meeting Arizona’s needs. Source Source Source
  • Reducing burdens on small businesses (in collaboration with the State Senate) by raising the business personal-property tax exemption to $500,000. Source Source
  • Protecting the rights of parents and ensuring transparency in our schools. Background here

Leadership and Legislative Focus

In my capacity as Majority Leader of the House, I took aim at delivering results that reflect our values: enabling economic growth, safeguarding family-friendly policies, and advanced proven, conservative solutions.

Highlights of our collective work include:

  • Veterans Property Tax Exemption — HB 2672
Sponsored by Representative Michael Carbone, this bill provides a full property-tax exemption for veterans with 100% service-connected disabilities and their surviving spouses. It’s a meaningful way to honor Arizona’s veterans and ease the financial burden on those who gave so much for our country. Bill overview Press release
  • Regulatory Relief & Local Government Reform — HB 2447
This legislation allows cities and towns to implement self-certification programs for building and land-use approvals — cutting red tape, reducing delays, and empowering professionals to get projects moving faster. It’s a pro-growth, pro-business reform that streamlines local government oversight without sacrificing safety. Bill overview Signed bill PDF
  • Balanced FY 2026 State Budget
The Legislature passed a fiscally responsible $17.6 billion budget that keeps spending in check, funds key priorities, and protects taxpayers — ensuring Arizona remains one of the most financially stable states in the nation. Budget summary

Dear LD25 Friends, As technology continues to shape how we communicate, learn, and engage with the world, it is becoming increasingly clear that social media platforms play a powerful role in our daily lives, especially for young people. With that influence must come accountability. Our stakeholder meetings have been eye-opening. Something MUST be done. Over the past several weeks, I have been focused on advancing legislation that protects free speech, increases transparency, and ensures that...

Dear Friends, The legislative session continues to move quickly, and our work at the Capitol remains focused on the issues that matter most to Arizona families: reliable energy, affordable housing, and infrastructure that keeps pace with our state's rapid growth. In this update, I want to share a few key efforts currently underway in the Arizona House that are aimed at strengthening our economy, supporting rural communities, and improving quality of life across the state. Strengthening...

Dear Friends, Crossover week is one of the most important deadlines of the legislative session. It is the point when House bills must be heard and voted on before moving to the Senate. If a bill does not pass by that deadline, it is effectively finished for the year. This year, crossover required long days and disciplined focus. Our goal was simple: move substantive legislation forward so it can continue through the process and deliver results for Arizona families. Unfortunately, during...
