Tax Certainty, Veteran Relief, and Energy Security for Arizona

Dear friends,

As we move deeper into the legislative session, my focus remains on one core principle: Arizona families deserve clarity, stability, and responsible leadership. Whether it is tax season, rising costs, or long-term energy security, government should make life easier for families and small businesses, not more complicated.

Tax Certainty During Filing Season

Tax filing season is now well underway, and Arizonans should not be caught in the middle of shifting rules.

Governor Hobbs’ own Department of Revenue issued income tax forms based on full federal conformity and instructed taxpayers to file accordingly. Changing direction now could require as many as one-third of filers to amend returns, submit paper filings instead of electronic ones, and potentially owe additional taxes months later.

That level of disruption is unacceptable.

In response, House and Senate Republicans passed HB 2785 to:

• Bring state law into alignment with the tax forms already issued
• Prevent widespread amended and paper-only returns
• Protect families and small businesses from surprise tax bills
• Deliver $1.1 billion in tax relief

The Legislature acted quickly and responsibly to prevent unnecessary confusion. The next step is clear. Governor Hobbs should sign HB 2785 and resolve the uncertainty created by her earlier veto.

Full Property Tax Relief for Arizona’s Most Severely Disabled Veterans

In positive news, HB 2792 has been signed into law, delivering full property tax relief for Arizona veterans who are 100 percent service-connected disabled.

This law ensures qualifying veterans receive a complete exemption on their primary residence, providing meaningful and lasting financial relief.

If a veteran sacrificed their health in service to our country, the government should not tax them out of their home. This legislation keeps that promise and reflects our commitment to honoring service with action.

Clean Energy That Uses Zero Water

In a desert state where every drop counts, Arizona must think differently about how we power our future.

In a recent op-ed, Representative Justin Wilmeth and I outlined how next-generation nuclear technology can provide reliable, carbon-free electricity without consuming water.

Advanced small modular reactors eliminate the need for traditional steam-based cooling systems and are uniquely suited to the climate realities of the Desert Southwest.

These technologies:

• Do not draw from rivers or aquifers
• Eliminate conventional cooling tower water use
• Are supported by major public and private investment
• Strengthen long-term energy security without competing for our most precious resource

Arizona has already demonstrated that nuclear energy works in the desert. Innovation is now taking it further, enhancing both our energy reliability and our water security.

Arizona families deserve leadership that protects taxpayers, honors veterans, secures our energy future, and delivers results without chaos.

That remains my commitment every day at the Capitol.

Thank you for staying engaged and informed.

Sincerely,
Michael Carbone
